Experience: Ms. Miller has 32+ years of delivering award-winning instructional design and managing business-critical eLearning project management expertise plus Organizational Change Management leadership in agency-wide technology-driven change communications and messaging working at the OCIO highest level staff at the Office of Secretary in DOE, DOT, HHS in Washington DC . She has held federal security clearance and TWIC card national port security clearance. 

Small Business: As a small business consultant, Valerie won three TXDOT Technical Assistance Program contracts (2003 – 2015)  to help 100s of business owners across Texas with creating effective websites and business marketing communications.

Based on her experience in certifying her company as SBA 8a in 2005, she created affordable training and templates that helped 100s of women, minority, and service-disabled veterans to easily & affordably complete their SBA 8a applications and narratives. 

Professional Teaching Experience: Valerie is a 3rd generation educator and adult-learning expert with a passion for technology-based training. Valerie taught HS vocational education and adult ABE/GED. The corporate training programs she created and managed have taught 100,000s of professionals worldwide. 

As an Adjunct Professor, Valerie taught 100s of graduate students the CA Clear Teaching Credential for Classroom Computers course at National University and Chapman University in Sacramento, CA.  One of her greatest joys was learning 25 of her students become technology leaders in their school districts.  At the University of Phoenix Online, she enjoyed teaching 100s of graduate students worldwide in Instructional Design, Assessment & Evaluation and Distance Learning Systems. 

Valerie is a life-long learner who attends 100+ hours yearly on the latest technology trends, internet marketing and new application tools. Her current favorite topic is the influence of AI on the training industry. She has a green screen studio, an innovative virtual office, and enjoys creating virtual learning communities to deliver her specialized coaching programs.

Coach & Author:  In 2024, she launched PLAN239: eLearning Project Management Coaching system helping instructional designers launch successful new consulting services.  Valerie is a national training speaker, information product author, and avid blogger. She volunteers to judge articles and training projects for professional industry awards programs.

Personal Interests: Dog rescue adoption, hydroponic gardening, and  promoting art in her virtual TX Hill Country Gallery.
